For juniors we would suggest 22/23cm blade, with soft stifness.  As they get older and stronger increase the stiffness and blade size as they go.

For adults we would suggest 25cm, then scaling stiffness based on strength.

Generally dolphin kick will benefit from a stiffer blade than bi kick (as bi kick is generally shorter the flex in the blade is more beneficial)
